Information:
Little Rock Wastewater is experiencing a high volume of debris and grease stoppages in the main lines, downstream from where private sewer service line systems are being cleaned. These private service line systems include, but are not limited to: apartment complex buildings, trailer park areas, hospitals, and strip mall buildings.
Due to the high cost involved, Little Rock Wastewater has implemented a proactive process to prevent these stoppages.

Step 2 - Complete the cleaning process.

Responsibilities
Plumbers/contractors should install debris traps in the downstream manhole(s) of the system being cleaned. These traps should remain in the manhole(s) for the duration of the cleaning. The owner of the private system will be held responsible for ensuring the plumbers/contractors have obtained a permit, and installed temporary debris traps during the cleaning process.
This proactive process reinforces the Pretreatment Ordinance 19,895, Section 2.1(B)(3), which states:
“Solid or viscous substances in quantities or of such size capable of creating a stoppage, plugging, breakage, or any reduction in sewer capacity or any other damage to the POTW…..Any additional sewer or sewerage maintenance expenses caused by such a discharge or any other expenses attributable thereto will be charged to the User by LRW.”
Should the owner of the private system and/or the plumber/contractor fail to obtain a Private Systems Cleaning Permit, and as a result of the cleaning, LRW main lines experience a stoppage, the owner of the private system will be billed for the cost of removing the stoppage. All final costs will be billed to the owner of the private system for reimbursement to LRW.

Q. What is the purpose of the Private System Cleaning Permit?
A. The purpose of the permit is to ensure that LRW is notified when a private system cleaning is taking place and to ensure
that the required debris traps are properly installed during the cleaning process. The use of this trap will prevent LRW main line stoppages due to debris, grease, etc. resulting from Private System cleaning.
Q. What is the cost of the Private Systems Cleaning Permit?
A. This is a no-cost permit. The Private System Cleaning Permit is free.
Q. Who has the ability to obtain a Private System Cleaning Permit from LRW?
A. Plumbers/Contractors and/or Private System Owners have the ability to obtain a Private System Cleaning Permit from LRW.
Q. How can a Private System Cleaning Permit be Obtained?
A. There are several convenient ways to obtain a Private System Cleaning Permit.

- Print a permit form and fax it to 501-688-1469
- Complete and submit the permit form electronically on the LRW Website
Q. Where and when should debris traps be installed?
A. Debris traps should be installed in the downstream manhole(s) of the system being cleaned.
The traps should remain in the manhole(s) for the entire duration of the cleaning.
Q. Will LRW personnel visit the cleaning site?
A. Yes: A LRW inspector (or maintenance crew personnel) will visit the site during the cleaning
process to ensure that debris traps are properly installed. Several inspections may take place for large system cleanings that take place over the course of several days.
Q. Is there a penalty for non-compliance?
A. Yes: if the private system owner and/or plumber/contractor fails to obtain a Private Systems Cleaning Permit and,
as a result of the cleaning, LRW main lines experience a stoppage, the private system owner will be billed by LRW for the cost of resolving
the stoppage. All final calculated costs will be billed to the private system owner for reimbursement to LRW. This reinforces Ordinance 19,895, Section 2.1(B)(3).
